An evaluation framework is a document that evokes a set of explicit and organized criteria as the base for evaluation. An evaluation framework is a tool that proposes criteria formalized in a set of questions, information and points of vigilance to be followed in order to conduct a rigorous evaluation that meets the mobilized framework.
